floppy install

我从 ftp://ftp.debian.org.hk/debian/dists/potato/main/disks-i386/
2.2.23-2001-04-15/images-1.44/udma66
下载了 root.bin (用 binary mode, size=1,474,560)
用 rawrite2 -f root.bin -d a 弄了一只 floppy,
放在一部 IBM NetVista boot 不到机 (floppy 灯长著),
remove o左 floppy 可以 boot 番 Windows2000 的.

我做错了甚么 ?
