What breaks is NOT ls, it's emacs, or more exactly, the dirmode of emacs.
If it only know how to process ISO days, it should invoke ls in the C
locale.  Otherwise it should process the file lines in some other way.  It's
not quite acceptable to use the default locale and then fail because it is
zh_TW.Big5.
