There are used to be quite some programs deal with Chinese .ps/tex
thing at ifcss.org. I guess now a day, no much people remember ifcss.org.
Well, ifcss closed it themselves. So...

Anyway, at ftp://ftp.cuhk.edu.hk/pub/chinese/ifcss/software/unix/print/, you
can found someone already made the script for this around 1998. :) The package
is call psfonts-gb. It use freetype1 and handles unicode ttf but as the 
name suggust, it is for GB. I am sure it is easy to add big5 support too.

Also at ftp://ftp.cuhk.edu.hk/pub/chinese/ifcss/software/fonts/utils/, the
package ttf2pk deal with tex directly. It might be big5 only.
