No, should be Shift-Alt-O as mentioned previously. (That is the alphabet
"O", not the number zero "0").

Yes, this could be a problem. Two ways that I know of:
1. If you know the GB code for the characters, you can use the "Nei Ma"
(internal code) method at Ctrl-Alt-0 (zero).
2. [This one I use because I use Array30]: Because I use Array30, even
though it was intended for Big5, I made one for GB too. To type the
full-width (Qianjiao?) Chinese punctuation, press Ctrl-Alt-8
to go into Array30 mode, then press W, 2, spacebar, then scroll
through the selection. That's how I type the `` and '' and the
<< and >>. :-) But yes, that's a hassle, so often I just use
Shift-Alt-H and Shift-Alt-J instead to replace `` and '', but yes,
these quotation marks aren't Mainland's convention.
These may be some of the symbols that need to be included in the
Shift-Alt-* combination because using Neima or Array30 to type them is too
much work. :-)
