* Security upload to fix local privilege escalation.
* src/backend/tcop/utility.c: Restrict the usage of the LOAD command to the
superuser. Before, low-privileged users could use LOAD to load any shared
library into the PostgreSQL server; its initialisation function was then
executed with the permissions of the server. Closes: #293125
