(Bug#71479) plus other fixes found after auditing string functions.
* Hijacked ePerl because Heiko seems not having time to work on it.
This is not the kindest action i made, and my apologies go to Heiko,
but i really need to make this package work quickly.
* Y2K bug in Apache::ePerl fixed.
