by Christoph Lameter which Joey Hess emailed me as #17629. Also
added a manual page debian-mirrors.1 (fixes #17629)
* Changed $home in the mirror-master configuration example to point
to /var/log/mirror instead of /etc/mirror (fixes #18331)
* Changed debian/rules to add /var/log/mirror directory
* Upgraded to Debian Policy 2.4.0.0 (lintian)
