But how does a volunteer organisation afford to have someone sitting
there moderating, especially given the traffic?

I seem to remember that there is a $1000 charge for advertising on the
lists, and given that owl has spammed at least two, that might mean
$2000 for the Debian Project, which would be very cool!

After all, don't we agree to such terms on joining the list?

Perhaps Bruce or Dwarf could clarify...
