New PGP packages

I hope I'm doing this right. It's been a while.

I've made new PGP packages; the .changes file is attached. I've
uploaded the packages to the os.inf.tu-dresden.de site, and to
my page with Debian programs <URL:http://www.iki.fi/liw/debian/>
(the latter location has the files available now).

As far as I know, no new PGP maintainer has stepped forward
to take over the packages since I left the project. I will be
maintaining machines running Debian for my job, and can use
a little bit of time to maintain Debian packages, so unless
anyone opposes, I'll take charge of the PGP packages again.

(I'm not returning to Debian in full -- still not enough time for
that -- but I will be monitoring debian-devel.)

I don't think these packages should go into frozen.

   * Commented out line in src/fileio.c that made files with over 132
     characters binary files. Fixes bug #7702.
   * Added -DMPORTABLE to compilation options.
