Uploaded psgml 1a12-1 (source all) to master



Hi folks, 

	This is a new package, called PSGML, for FSF's GNU Emacs (as
 opposed to the _other_ GNU Emacs, called XEmacs, which already has
 this standard (though not interfaced with the sgml data files and sp,
 like this one is).

	I had to make a change for Debian since /usr/lib/sgml/catalog
 is really a symlink for /etc/sgml.catalog; if we get the true name of
 the file, then the sgml data should lie under /etc/*, bur in reality
 it lies in /usr/lib/sgml/*. So we do not chase symlinks in parsing
 catalog files. 

	I am also providing precompiled dtd's for most of the HTML
 DTD's, (this is only a speed issue, others may be compiled on the
 fly). 

	I also discovered dwww, so there is dwww support in this
 package.  Why is this not advertized more visibly? (I don't think the
 policy and programmers manuals ever refer to this.

 	PSGML is a major mode for editing SGML documents.  It works
 with GNU Emacs 19.19 and later or with Lucid Emacs (Now called
 XEmacs) 19.9 and later.  PSGML contains a simple SGML parser and can
 work with any DTD.  The most popular nowadays are the HTML DTD's. If
 you install sgml-data, this can turn your emacs into the one of most
 powerful HTML editors and will be ultimately flexible as well, since
 you could upgrade your editor by just installing new DTD's. Functions
 provided includes menus and commands for inserting tags with only the
 contextually valid tags, identification of structural errors, editing
 of attribute values in a separate window with information about types
 and defaults, and structure based editing. 

	If you have installed sp, you get a one click *validation* of
 your document. 
 
 SGML, a language for encoding the structure of a document, is an ISO
 standard: ISO 8879:1986 "Information processing - Text and office
 systems - Standard Generalized Markup Language (SGML)".

   SGML can refer to an external file (really entity) with an *external
 identifier*, this is a *public identifier* or a *system identifier*,
 or both.
