setserial updated to 2.10-10



Please let me know if there is anything wrong with this package, as it
is my first attempt with the new source structure. I also took the
oppertunity of rewriting all the rules file, so I have probably forgotten
somthing. Note that the boot time configuration tries its heart out to
make sure that there is a serial driver for it to talk to, so you are
probably best to use the new config file rather than keeping your own one
(unless you have a non-standard serial arrangement, in which case you
should edit things manually).
