Well, kernel-package is an "installer" package; you download
(or patch up) the Linux kernel source separately, configure it to
your taste (make menuconfig in the kernel source directory works
nicely), and then kernel-package springs in: make-kpkg kernel_image
creates a kernel image with your customizations.

I think debian updates the kernel versions fairly frequently,
though only versions that are relatively stable (so one doesn't get
hit by a buggy version -- at least, that's the theory).
