Steve McIntyre, a Debian Developer who is in charge for debian-cd, offers
binaries for MS-Windows:

Alternatively you may first download a Debian Live ISO via https, put it
on DVD or USB stick or run it in a virtual machine, and then use it to
download the desired debian-cd ISOs.

(Lacking experience with non-GNU/Linux systems i cannot well describe how
to get access to a writable filesystem on the hard disk of your normal
operating system. If this imposes difficulties, you will have to ask at
mailing list debian-live@lists.debian.org or at places where a mix of
other operating systems and GNU/Linux is on topic.)
