Bug#854370: cdimage.debian.org: Unofficial non-free images inc. firmware - doesn't work for Stretch RC2

Please excuse any obvious omissisions as this is my first report, and I'm a
Linux/Debian n00b.

    * What led up to the situation?

I attempted to install Debian 9 Stretch RC2 on my Dell XPS 13 (9360) as
explained by this wiki article:

I obtained the image from:

http://cdimage.debian.org/cdimage/unofficial/non-free/cd-including-
firmware/stretch_di_rc2/amd64/iso-cd/

However, whilst the WiFi firmware does appear to be part of the image, it isn't
made available to the installer - this means answering "Yes" to the prompt to
load non-free firmware during the first few steps of the installer, doesn't
work.

    * What exactly did you do (or not do) that was effective (or ineffective)?

A friend with considerable Debian experience was on hand to help unpack the
driver and let the installer see it so we could carry out the net install as
the Dell XPS 13 only has WiFi and no physical ethernet port.

    * What was the outcome of this action?

The installer was able to load the firmware and we could install.

    * What outcome did you expect instead?

I'd expect the installer to have access to the required firmware and to be able
to successfully load it to make installation simple.
