i can only test on Debian GNU/Linux, not on MS-Windows.
I ran
$ jigdo-lite
and was asked for the URL
To start a new download, enter URL of .jigdo file.
...
jigdo:
I gave the one of CD 1 to keep the test small:
http://cdimage.debian.org/debian-cd/8.3.0/amd64/jigdo-cd/debian-8.3.0-amd64-CD-1.jigdo
You will probably begin by
http://cdimage.debian.org/debian-cd/8.3.0/amd64/jigdo-dvd/debian-8.3.0-amd64-DVD-1.jigdo
It then showed lots of messages and asked
Alternatively, just press enter if you want to start downloading
the remaining files.
Files to scan:
So i just pressed enter.
It asked me for a Debian mirror
Debian mirror [http://ftp.de.debian.org/debian/]:
I just pressed enter again.
Now i got internet traffic. jigdo-lite fetched the Debian packages which
fit into the holes of the .template file.
(At this point i have to re-iterate that netinst .iso CDs would
fetch only what is needed when it is needed. So if internet is
available at installation time in good quality ...)
After a few minutes the CD image was complete
OK: Checksums match, image is good!
I am mistrusting and determine the MD5 checksum of the result file
$ md5sum debian-8.3.0-amd64-CD-1.iso
a3e289b886c43150431b05b091c51ad8 debian-8.3.0-amd64-CD-1.iso
This matches the first line in
http://cdimage.debian.org/debian-cd/8.3.0/amd64/jigdo-cd/MD5SUMS
To get the complete collection of all Debian packages you will have
to do this with each of the 13 DVD .jigdo files in
http://cdimage.debian.org/debian-cd/8.3.0/amd64/jigdo-dvd/
(The two debian-update DVDs are not needed, afaik.)
With Blu-ray, it would be only 3 media images.
