For countries where there often is power failure:

I want to suggest that on normal installation dvds and cds, as well as netinst cds there is e2fsck in the main
directory. The idea is that after a power failure the user can:

boot the installation cd,
choose "Execute a shell"
enter "cd /cdrom"
and "e2fsck -f -p /dev/..."

e2fschk is already available in the installer environment as it is part of 
the e2fsprogs udeb.

So, the correct procedure is:
- boot the CD in rescue mode
- proceed until you get to the rescue menu (you can then be sure that all
  tools are available)
- switch to VT2
- run e2fsck

As what you want is already possible, I'm closing this request.
