The way it currently works (modulo your changes to d-i) is that the
tarball for the normal image includes the gtk image stuff, iff the gtk
image is built.

If creating a disk with only gtk, you use the gtk tarball. Which doesn't
need to provide gtk as an option since it's the only choice.

If creating a disk with only text mode, you're on your own.
