there are a number of sites that hold older releases under /pub/debian/dists/potato/

in australia you can find this at: http://planetmirror.com/pub/debian/dists/potato/

you can download potato release ISO images (2.2R7) from the above site under /pub/debian-cd/

you can burn these iso images under windows and use them to install a system or to
extract packages.  just make sure you burn it as an IMAGE and not as a single FILE
to the cdrom.
