Ever since 3.0r0 was released, these jigdo files stopped working. The
only thing you can do is to download a complete .iso file (or rsync it
from somewhere).

Due to certain circumstances, a couple of CD mirror sites still carry
the old 2.2r7 CD release. Search around in the mirror list on
<http://www.debian.org/CD/http-ftp/>! A list of rsync mirrors is on
<http://www.debian.org/CD/mirroring/rsync-mirrors>.

That's not how you upgrade .iso files, you need to loop-mount the
image! See the jigdo HOWTO for details.

BTW, I really recommend you upgrade to Debian 3.0 - support for older
versions will be dropped soon.
