That's a sign that your packages don't have the "Section" header.

Are they neither on the first CD nor on the second CD ?

To be sure to put them on the first CD you'll have to add them at the
beginning of the task file that you're using. And you'll never be able to
include local packages if their dependencies can't be met.

Try to look at the various log files to be found in the temp build
directory.
