Yes, it's intentional. The point is that then the normal CD 1 and
non-US CD 1 are to all intents and purposes identical. It's to keep
dpkg-multicd functional without us having to have complete US and
non-US sets of images. Once we drop support for dpkg-multicd then we
can drop this hack.

So why do you have both? The non-US binary-1 should be a strict
superset of the normal binary-1 - that's the whole point...
