I think he's referring to Mark Horn's work, the net-install CD (~25 MB).
I think that a Credit Card CD without any added pkgs would be just that size.

BTW, I'm told that the newest Linuxcare CCD is ~150 MB and that it has a
live fs. Not sure if that's correct.
