You have to mount it as loopback
mount -o cdimage.raw /mnt
You must have support for loopback in the kernel.
If downloaded it to a win partition with the intent do install debian,
you can:
1. download the baic installation files from www.debian.org
2. run the installtion program
3. when it asks for a installtion medium you must, press alt-f2, press
enter, type mount /dev/hda1 /mnt or where you have your win partition,go
to the file cdimage.raw do a mount -o cdimage.raw /mnt2, then press alt-f1
and choose already mounted fs, and choose mnt2/debian.
I am not 100% sure this will work.
if you got the raw file, you could always burn it on a cd
