Hmmm. Slice just worked for me:
Package: slice
Status: install ok installed
Priority: optional
Section: text
Installed-Size: 400
Maintainer: Anthony Fok <foka@debian.org>
Version: 1.3.2-3
Depends: perl (>= 5.004.04-4)
Description: Extract out pre-defined slices of an ASCII file
The slice program reads an input file and divide its prepared ASCII contents
into possibly overlapping slices. These slices are determined by enclosing
blocks which are defined by begin and end delimiters which have to be
already in the file. The final output gets calculated by a slice term
consisting of slice names, set theory operators and optional round
brackets.

And I have perl 5.004.04-6:
Package: perl
Status: install ok installed
Priority: important
Section: interpreters
Installed-Size: 6676
Maintainer: Darren Stalder <torin@daft.com>
Version: 5.004.04-6
...
If slice isn't working, that might explain why the pkg-order stuff also
isn't - I'm now using slice like the boot-floppies team to generate the
list of packages needed on CD 1 to match their master list. And so the
list may well be broken then - it looks like you're seeing the list of
optional packages missing from CD 1 that CD 2 relies on.

Hmmm... Weird...
