Not quite - it's more like

ftp://linux.mathematik.tu-darmstadt.de/pub/linux/distributions/debian/

The script should just work, if you set non-US correctly:

NONUS=.../debian/non-US/

and then the index file will match the first possibility in the script:

$NONUS/indices/override.slink.nonus
