Debian is a project of SPI Inc. See copyright on Debian web pages.

Not really. https://www.debian.org/license says the website's texts are copyrighted by SPI (which, tbh, was news to me - there's no copyright assignment) - it's specifically called "Debian WWW Pages License". The trademark is held by SPI. But what Paul said still applies: We have a few non-profits around the world that hold some assets and have operational control over them - but that is only where a legal entity was needed.
