You might see more clearly what ifup is doing with the -v switch.

It looks like a different error happens first.

The second message sounds ambiguous, maybe it means "no such device,
ath0" or "no such address" rather than "no such device, bpf0".

bpf should be available, because the DEBIAN config includes the GENERIC
config, with a few other things disabled but this is still there:
