hm
1. because that is where it is on Linux systems
2. because that is where it is on BSD systems (according to logic in
Python source code... since I have no access to BSD systems)
3. because even its manpage is .8 ;-)
4. because majority of the packages (besides freebsd-* ones) look for it
under {/usr,}/sbin not bin/
