Bug#634384: portability improvement in debian/control

Please consider this patch so that miredo is buildable on future ports of
Debian GNU/kFreeBSD (e.g. kfreebsd-mipsel).
While at it, my patch also fixes the dependency on makedev to make it
Linux-only (elsewhere it is harmless but unnecessary).
