One more thing.

Why not just README file in this directories with the
answer you have mentioned?

Also each README can be customized to provide link to -jidgo and .torrent files,
or directory where it is. Even single README in parent directory will help here.

This will improve user awernes :) As not everybody reads
all informations at http://www.debian.org/CD/
(they just one to download CDs quickly from anywhere).
