Yes, there is already a bug report for that, we are waiting for the
maintainer to fix the bug. Anyway I doubt this is the problem causing
the failure, as this bugs has been there for months. Also I have the
same issue here, except that bootstrap-base doesn't fail.

Can you try to enter the chroot and see if apt-get install without any
argument returns an error?
