but you are right, it's included there.

I have no idea of how udebs to be included in ISO images are selected. I can only guess that debian-installer picks udebs to be included in d-i initrds, and debian-cd picks udebs to be included in ISO images. However debian-cd udeb include lists contain very few packages. Exclude lists are bigger, so maybe all udebs available for the architecture are included by default ?
