Uploading linux (6.17.8-1)

I would like to upload linux version 6.17.8-1 to unstable.

This is a rather big update (850 commits upstream) importing the
6.17.8 release. We did not let 6.17.7-2 migrate to testing due to a
packaging regression uncovered by wireless-regdb. The new upstream
stable release fixes along #1000966 and #1120680.

There are some packaging changes included:

   * [armhf] Enable LEDS_TURRIS_OMNIA as a module for Turris Omnia LED
     support.

   * Introduce explicit test flavour.

This was done earlier but we did overlook that the signing service
then would want to sign as well the test flavour packages. The change
was reverted in 6.17.7-2. This update include:

   * Also split signing info into quick and not quick.

to fix that.

   * Fix version in filenames of linux-config and linux-source packages.

This addresses the packaging regression uncovered by wireless-regdb.

Additionally we include

   * [amd64] drivers/hid/intel-thc-hid: Enable INTEL_THC_HID, INTEL_QUICKSPI and
     INTEL_QUICKI2C as modules (Closes: #1119810)
