Configure a network mirror, even when it is currently not available



Hello d-i maintainers,

Would it be possible/desired to change be behaviour of the question 'Use a network mirror'?

If the user answers yes, but the network mirror is not available (e.g. because there is currently no network card, internet connection is not available, or for various other reasons), could an addition question pop up: 'The network mirror is currently not available, would you like to configure this anyway?'. If the user answers 'yes', the entry in /etc/apt/sources.list will be written.

This would e.g. allow for an installation without network card. Then, when a network card is provided (e.g. USB device, mobile phone tethering) it would still be possible to get updated packages from deb.debian.org.
Otherwise we would have similar issues as with the 13.0 live images.

The current installation leaves sources.list empty (except for the line from the cdrom).
