Bug#1116138: mklibs: recommends libc6.1-pic, libc0.1-pic and libc0.3-pic which are not in unstable

These packages existed in Debian Ports for the alpha and hurd-* ports which
both have differently versioned C libraries, see:

- http://ftp.ports.debian.org/debian-ports/pool-alpha/main/g/glibc/
- http://ftp.ports.debian.org/debian-ports/pool-hurd-i386/main/g/glibc/

Since the -pic packages were dropped in glibc 2.31-0experimental1 [1],
they can probably be dropped. But Aurelien Jarno would know better.
