You are using a RC3 trixie installation image, and on the accessibiliy list you wrote "that this issue should be fixed before the release".

So just to let you know: the release of trixie has already happened in the mid of august, and you should best use a debian-13.X image instead of a pre-release image.

I'm not sure this will make a difference here, but to be sure we are not hunting an issue which has already been fixed, you should try reinstalling with the latest trixie image first, maybe?
