Well, you mentioned the live image, which is already not the normal
installer.

Really, the details do matter. How did you enable the speech? Was it
running in a graphical session with colors etc. or in a text-only
session all white-on-black?

second-to-last option of the boot menu is "Advanced install options",
not speech...

Now, that being said, it was reported that the live image currently
misses apt-setup-udeb, thus disabling using network to install packages,
which can be the reason for missing speech packages. It will be fixed in
the 13.1 live images.
