Yes, I was told in #debian-efi that riscv64 and loong64 were expected to support EFI secure boot some day.

Indeed I considered refactoring the common exclusions (*-dbg, *-signed-template) for all architectures but thought that a more invasive change requiring more review and testing for such a minor bug may not be suitable for trixie.
