Bug#1040650: console-setup: transition from /etc/default/keyboard to /etc/vconsole.conf

systemd now creates /etc/vconsole.conf -> /etc/default/keyboard symlink.
That is the wrong direction, different from other distributions, but
it is what is it, to make sure the two files never have differing
contents.
Ideally, the maintainers of console-setup would discuss it with the
maintainers of systemd to deprecate the legacy /etc/default/keyboard
path and instead use /etc/vconsole.conf
A compatibility symlink /etc/default/keyboard -> /etc/vconsole.conf
could remain for a while.
