I booted d-i without any disks and got the following screen. I'm
pretty sure partman used to print a proper warning/error if there
are no disks.

d-i shows a dialog with "no drive was detected" these days, when no disk is
detected, allowing you to choose kernel modules for loading, to find a disk.
