I was using the Debian net install CD. I was trying to install a system that would use sysvinit-core. I believe I passed "base-installer/excludes=systemd-sysv" on the grub command line, which forwarded that "excludes" parameter to debootstrap. I also ran the command manually a few times to verify the behavior.
