Bug#1043557: d-i.debian.org: permit selecting UTC as timezone in non-expert installer

This discussion already happened when introducing the UTC option for expert
mode back in 2009 (see #442856).
The arguments did not change since then, mainly:
- UTC will most likely be a corner case, an option for experts, not for the
majority of users.
- Adding UTC for all countries in the default install, would add one more
question to be shown in all (!) installations for those countries, which
only have one timezone.
Asking one more question to all people, just to make a rare used option
available to some experts don't seems like a good option to me.
So I'm marking this bug as wontfix.
