Having a quick look around (with a focus mainly on the set of packages debian-boot@ maintains), it doesn't seem to be referenced. Neither are the files it ships. I'm going to assume it would be feasible to get fuse3 to build/ship those files if they ended up being needed in some way? Beware of libfuse2-udeb though, which is listed by grub-mount-udeb in its Depends. Lastly, you mentioned debian-edu but didn't seem to have cc'ed them.
