https://www.debian.org/releases/stable/i386/ch05s02.en.html#idm1171

documents a way to keep the pure vga text mode, but this doesn't seem to
be working any more: vga=normal fb=false doesn't seem to be effective
any more, vga=normal does indeed keep the textmode vga, but then even
with fb=false the fbcon still gets triggered. I tried to manually set
TERM_TYPE=dumb with the same result.

Any idea what nowadays could be triggering the fbcon?
