For context, here's my initial list of packages that seemed interesting
enough to move from non-free to non-free-firmware:

This was a quick, initial search, on amd64 only, so I hadn't seen this
armel-only package yet; but I'm going through an extensive search this
time! :)

Anyway, ixp4xx support was dropped from the Debian Linux kernel a long
time ago (and from the installer later, once we noticed):

So I'm not sure it makes sense to keep this package in the archive.

If there are still valid reasons to keep it, that's fine: just close this
bug report, and move your package from non-free to non-free-firmware, so
that users have a single place to configure to find all firmware packages
(release notes etc. are being worked on).
