Ah, there is IPv6 in the story. I can indeed reproduce it with qemu with e.g.

-net nic -net user,ipv6-net=2a0c:e300:5:199::/64

(even if the host doesn't have IPv6 connection).

Reassigning to netcfg since that's the package that produces the file.
