There are two bugs here:

1. We don't want to install usrmerge in this case; there is a merge
request for debootstrap pending[1].

2. debootstrap fails to resolve the dependency of usrmerge correctly.
perl and perl-modules-* is not extracted, so autodie.pm is missing.

I think this is a bug in base-installer's pkgdetails.c: running

in d-i gives "perl:any \n libfile-find-rule-perl", however
debootstrap's internal Perl implementation of pkgdetails does remove
such a suffix:
