As discussed on the [tasksel salsa repo][1] I'm reassigning this bug to
the meta-gnome3 package.
I believe that gnome-initial-setup should be pulled in by the gnome
metapackage and not gnome-core as it is not a core component of the DE
(Debian hasn't shipped it for a while and almost nobody complained),
and I believe that it should be a recommends, and not a depends, as
users might want to remove the package after the first run.
Please see the description of the original bug report to understand why
I think that this package should be pulled into new installations in
the first place.
