All build-deps are reverted. The only pieces that I haven't reverted are
the no-op for normal builds:
+ -o APT::Architecture=$deb_host_arch \\
-ARCH=$(shell dpkg-architecture -qDEB_BUILD_ARCH)
+ARCH=$(shell dpkg-architecture -qDEB_HOST_ARCH)
