Bug#1007838: d-i.debian.org: Installer iSCSI does not work in Debian 11

When using the Debian 11 netinst.iso or mini.iso installer, iSCSI does
not work.
Boot the installer and go through the dialogs (continue with no disk
assuming a diskless client) until the "Partition disks" task.
Select "Configure iSCSI volumes" -> "Log into iSCSI targets" -> Enter
portal information
Error pops up "No iSCSI targets discovered" regardless of settings used.
The network is working correctly and the iSCSI targets are available.
This works without issue in the Debian 10 installer.
Dropping to the command line reveals iscsiadm can not start iscsid.
Manually running iscsid results in:
iscsid: error while loading shared libraries: libsystemd.so.0: cannot
open shared object file: No such file or directory
I'm not sure if this belongs in the cdrom bug list or if it affects all
d-i.
